They have to be knocked down, the description is misleading. On the ground, as in, their back on the ground, rather than their feet.

Could be handy in PvE with Earth Shaker (E)
But as far as PvP is concerned -- nobody that can play an effective KD Warrior will touch this with a bargepole.

belly smash no use in PvP ?
you gotta be kidding, or not playing guild wars too much.
i get a 11s blind...11s !
of course, the recharge time is quite long, but still, its an AoE blind that gives me (or my monk) a break from attacks. i don't see how you would go with a KD hammer build without this one.
of course, there is condition removal, but if you got the right pressure put at the right places, maybe the monk just won't bother taking out the condition because there is way too much stuff on his hand to worry about other than a warrior swinging the air.
but i don't have 2000 hours of PvP in front of me, so maybe i'm wrong. but this is a lovely skill, PvE or PvP alike. works fantastically in my build anyway.

I don't understand why this has a long recharge but a low energy cost. Wouldn't it be more of an investment for W's if it cost 10 but recharged in like 15s? Should last a bit shorter than the recharge that way, IIRC.

yeah...i find the recharge really annoying, but its understandably long when you consider how good this skill is (in my opinion anyway). 11s blind is quite long (whats the longest in the game?) and if you could land it every 15s, that would have to suck for any class exept casters.
god i love belly smashing an annoying poisonning ranger...wish i could do it every 15s after all

Belly Smash is only good against other Warriors and Rangers, which you aren't likely to be attacking, which is why it's bad. You should be adrenal spiking soft targets, not Warriors.

well, blinding a freaking annoying poisonning ranger seems pretty good to me.
of course, blind can be taken off rather easily, but still, its one more spell the monk got to find time to cast, so with the right pressure at the right spots, you might get good use of it.
and its AoE ... so lets say my monk is under attack, you just tell him hold still, knock foes around him down (or just one) and then belly smash...there, your monk got 11s of spare time where he doesnt get annoyed by all the physical attacks.
but maybe its just me. i havent done alot of HoH, but in 4vs4 arena, i make very good use of this.

you would need backbreaker (E) for that...the ennemies won't be on the ground long enough for you to launch the attack and then the spell.
or you could use counter-blow on an attacking ennemy, then belly smash (which is AoE anyway, even if hit on a single foe) and then hit earth shaker and then after shock.
that would definitively work. not sure if the mobs would be scared after casting aftershock with the new patch tho let me know if you try it.
